Legal Alert | Kenya | What You Need to Know About Signing up for The Huduma Namba
The government of Kenya recently initiated the National Integrated Identity Management System (NIIMS) program through Executive Order No. 1 (2018). The objective of the NIIMS is to create and manage a centrally integrated database which will contain biometric data on all Kenyan citizens and foreign nationals residing in Kenya.
A data verification process will be done after conclusion of the mass registration exercise. Once authenticated, each citizen/resident will then be issued with a unique identifier, popularly known as the “Huduma Namba”. For those in Kenya, registration is taking place between 7am and 5pm on weekdays at various fixed and mobile registration centres around the country.
In order to register, each applicant is required to:
- Fill in the “Huduma Namba” registration form, a copy of which can be accessed here.
- Present the duly completed form, their original national identity card/foreign identity card or a valid passport together with other identification documents, including KRA PIN number, driving license, birth certificate, National Social Security Fund (NSSF) and National Health Insurance Fund (NHIF) numbers at any of the registration centres. However, we understand that in practice, one can register without providing copies of the aforementioned documents provided the applicant presents an original ID; and
Have their digital facial photograph and fingerprints taken at any of the registration centres.
Citizens and other persons with Kenyan residency, who are not physically present in the country during the mass registration period, may submit their information on the NIIMS portal here. Further guidelines on how their fingerprints and photos will be captured are to be issued by the Government.
No DNA samples will be taken following the court order issued after the Kenya Human Rights Commission, Kenya National Commission on Human Rights and Nubian Rights Forum challenged the requirement for DNA samples on the ground that it would be an infringement of the right to privacy.
We understand that in time, all civil registries, including the Registry of Persons, Registry of Births and Deaths, Immigration Department and the National Transport and Safety Authority, will be integrated and linked to NIIMS and to the “Huduma Namba”.
Pending such integration all existing identification documents, including identity cards, NSSF, NHIF and driving licenses, will continue to be in use and should not be disposed of.
The voluntary mass registration exercise will go on until 18 May 2019. Thereafter, we understand that the mobile centres will be unavailable and NIIMS registration will be limited to the fixed registration centers in each sub-location. Further, it should be noted that failure to register will not restrict one from using any government services as registration is voluntary, for the time being.
